Town Council Agenda staff reports are available on the Town's website (www.townofwindsor.ca.gov). If an Agenda item has not been highlighted, no written report is available. (Please note that some reports may be large documents that require a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Assembly Bill 2449.
Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
12. CONSENT CALENDAR
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.
12.1 Approval of Minutes
Approve the Town Council special closed session meeting minutes of November 5, 2025, and the regular meeting minutes of November 5, 2025.
12.2 Ratify Check Register No. 637
Ratify check numbers 103781 through and including 104092 and 26150 through and including 26181 (payroll).
12.3 Acceptance of Work for the Civic Center Heating, Ventilating, and Air Conditioning Replacements Project 2025
Adopt a resolution accepting the contract work performed by Indoor Environmental Services for the Civic Center Heating, Ventilating, and Air Conditioning (HVAC) Replacements Project 2025 and directing the Town Clerk to record a Notice of Completion.
12.4 Treasurer’s Quarterly Investment Report
Receive the Treasurer’s Quarterly Investment Report for the quarter ended September 30, 2025.
12.5 Cancellation of the December 17, 2025, Regular Town Council Meeting
Cancel the regular meeting of the Town Council scheduled for December 17, 2025.

13.1 Adoption of the 2025 California Title 24 Building Standards Code and the 2025 California Fire Code
Introduce and hold first reading, by title only, an ordinance of the Town of Windsor adopting by reference the 2025 Edition of the California Code of Regulations, Title 24, California Administrative Code Part 1, California Building Code Part 2 based on the 2024 International Building Code, California Residential Code Part 2.5 based on the 2024 International Residential Code, California Electrical Code Part 3 based on the 2023 National Electrical Code, California Mechanical Code Part 4 based on the 2024 Uniform Mechanical Code, California Plumbing Code Part 5 Based On The 2024 Uniform Plumbing Code, California Energy Code Part 6, California Wildland-Urban Interface Code Part 7 based on the 2024 International Building Code, California Historical Building Code Part 8, California Fire Code Part 9 based on the 2024 International Fire Code, California Existing Building Code Part 10 based on the 2024 International Existing Building Code, California Green Building Standards Code Part 11, California Referenced Standards Code Part 12, 2024 International Property Maintenance Code; making local amendments and modifications to various parts of the Title 24 Codes; and repealing Ordinance No. 2022-369.

14.1 Windsor Financial Forecast and Analysis of Revenue Options including the Potential for a Transactions and Use (Sales) Tax Measure
- Receive report regarding the General Fund financial forecast and the solutions available to increase local revenue.
- Provide direction to staff on community outreach for a potential Transactions and Use (Sales) Tax Measure.
14.2 Office of Traffic Safety – Law Enforcement Grant
Adopt a resolution authorizing the Town of Windsor Police Department to accept a grant from the State of California Office of Traffic Safety in the amount of $90,000 for the Town of Windsor Police Department to implement a traffic enforcement program and authorizing the Town Manager to execute all grant documents on behalf of the Town.
